Emerging Infectious Diseases as an accelerating phenomenon and the aftermath of the Ebola outbreak,
OLAJIDE IDRIS, MD, MPH
Dr. Olajide Idris is the Commissioner for Health for Lagos State, Nigeria’s most populous State, with 22 million inhabitants. He is responsible for health care planning, health policy formulation, implementation as well as supervising health service delivery in the state.
Under his leadership, initially as Permanent Secretary and recently reappointed the Chief Executive, the Lagos State’s Health system has been significantly upgraded, through a comprehensive Health Sector Reform agenda covering systems reorganization, human resource development, infrastructural development, revitalization of the primary care system, healthcare financing, health promotion and disease prevention activities. Such activities / initiatives in Lagos State include
1. Providing policy direction for health development and facilitating the
provision of relevant regulatory frameworks
2. Infrastructural upgrade spanning the three levels of the system.
3. Implementing Healthcare financing strategies including Community-
based Health Insurance pilot schemes
4. Health Promotion and Disease Prevention Program Development and
Dr Idris has over 30 years’ experience in Medical Practice, Healthcare Systems Management, Consulting, Pharmaceutical and Research. In Medical Practice, he has worked as a medical doctor in his early and mid-career stages at hospitals and for private companies in Nigeria. He also worked with two premier healthcare consulting companies covering healthcare planning and research, hospital management and direct provision of clinical services. His primary research and publications have been in the cardiology field as a post-doctoral research fellow at the Columbia University, USA.
Dr Idris attended the highly respected King’s College, Lagos, Nigeria. He is a graduate of the College of Medicine of the University of Lagos, Nigeria, obtained his Master of Public Health (MPH) degree from the Yale University, Connecticut, USA. , and was a post-doctoral research fellow at the Columbia University, New York, USA.
Dr. Idris led the Lagos State response team in mobilizing the resources, coordinating the collaboration with the Federal Government of Nigeria and other International partners in the rapid containment of the Ebola Virus Disease outbreak in Lagos and Nigeria.
He is a member of the American Public Health Association, the Nigerian Medical Association and a Board member, University of Ibadan Research Foundation as well as the Health Reform Foundation of Nigeria.
Dr. John Amuasi a Senior Research Fellow at the Kumasi Centre for Collaborative research in Tropical Medicine (KCCR) in Kumasi, Ghana. He holds an undergraduate degree in human biology and was trained as a medical doctor, both at the Kwame Nkrumah University of Science and Technology-Kumasi, Ghana.
He further graduated from the University of Minnesota School of Public Health, USA, with an MPH in Public Health Policy and Administration and an MS is Health Services Research and completed a PhD in Health Services Research, Policy and Administration also at the University of Minnesota. In between his Masters and PhD studies, he served as head of the R&D Unit at the Komfo Anokye teaching Hospital in Kumasi, Ghana for 3 years.
He has been consulted by a number of international organizations including the Drugs for Neglected Diseases initiative (DNDi), Medicines for Malaria Venture (MMV), World Health Organization (WHO), Health Action International (HAI) Africa, Dalberg Global Development Partners, the International Centre for Trade and Sustainable Development (ICTSD), and France Expertise Internationale (FEI) on a wide range of issues related to health services, policy and systems in Ghana and other parts of Africa. Dr. Amuasi is an executive committee member of the West African Task for Emerging and Re-emerging infectious diseases (WATER
Klement Jaidzeka is a global health professional currently working as a research assistant at the Milken Institute School of Public Health at the George Washington University. He has helped develop and implement an Emergency Management training program across Guinea as well researched and managed projects to strengthen Guinean Emergency Management System, Laboratory Specimen Referral Network and Zoonotic Disease and One Health Systems.
Prior to joining the Global Health Security team, he worked as intern for OIC International where he provided research support to their USAID funded HANDS program to improve food security in Liberia, to the development and implementation of their Walmart Foundation funded EARN program to provide vocational retail training in Kenya and Nigeria. Before that, for over 10 years he worked as a certified pharmacy technician in several hospitals in the Washington, DC area.
Klem is currently finishing up his MPH in International Public Health with the University of Liverpool. He holds a B.Sc in Biological Sciences from the University of Maryland-College Park.
DR. JAVIER GABALDON
Born in Spain in January 1960. For more than twenty-five years of professional experience as a medical doctor, he has provided technical assistance in the field of public health and humanitarian aid to more than 30 countries in Africa, South America and Asia. As director of operations, medical coordinator or freelance consultant, he held progressively senior positions with organisations such as Doctors Without Borders, WHO/OMS, UNICEF, Medicus Mundi, among others.
With a Master in International health, he has received specific training in Tropical Medicine, Public Health and Epidemiology as well as Communicable diseases.
In 2015, he participated in the Doctors Without Borders Ebola Critical Review. Since June 2016, he has been working for the same organization in the frame of the Ebola Initiative Project as Chargé de Mission Biobank and Data Platform on Ebola Virus Disease and Emerging Pathogens.
Kambiz Shekdar is president and founder of the Research Foundation to Cure AIDS. Prior to establishing the RFTCA, Kambiz served as Chief Scientific Officer of Chromocell Corporation, a biotechnology company he co-founded. He obtained his Ph.D. in the laboratory of his mentor, Nobel Laureate Günter Blobel, at The Rockefeller University in New York City. It was during his graduate studies that Kambiz invented Chromovert® Technology, a novel technology that allows access to highly desired, exceedingly rare cells that had otherwise remained out of reach. This technology was the basis for the Chromocell Corporation, and it holds promise for the development of a stem cell cure for AIDS.
Dr. Chux Daniels, PhD, is currently a Teaching Fellow in Innovation Studies at SPRU (Science Policy Research Unit), School of Business, Management and Economics, University of Sussex, United Kingdom.
His teaching, research and consultancy interests include: Science, Technology and Innovation (STI); Public Policies and Policymaking; Capabilities for Policymaking; International Development; Business and Management; Leadership and Strategy. Dr. Daniels is a Visiting Research Fellow at various STI and Public Policy Institutes, and has held various lecturing, research, management, leadership and consultancy positions in academia and world-class corporate establishments.
Dr. Daniels is currently a member of the African Union Commission (AUC) M&E Committee on the “Science, Technology and Innovation Strategy for Africa” (STISA-2024).
Kwadwo Ansah KORAM, MBChB; MPH&TM, PhD
Qualified as a physician from the University of Ghana Medical School and obtained postgraduate qualifications in Public Health and Epidemiology from Tulane University School of Public Health and the London School of Hygiene and Tropical Medicine respectively. Started medical career in a rural and deprived community in northern Ghana where he was exposed to the challenges of responding to the huge burden of infectious. This spurred his interest in developing a career in public health and epidemiology. Has gained extensive experience in collaborating, leading and managing large scale epidemiological studies on malaria and other infectious diseases in Ghana. Has taught and coordinated the Principles of Epidemiology course at the School of Public Health, University of Ghana. As director of the Noguchi Memorial Institute for Medical Research, he is responsible for developing, directing the work of the Institute, including development of products from Ghanaian medicinal plants for the treatment of common infections. He oversees the Institute’s programs for the attainment of its vision and mandate in providing a strong research platform for disease control in the country and the sub-region at large.
Sahr Moses Gevao is a Professor and Head, Department of Hematology, College of Medicine and Allied Health Sciences ( COMAHS) , University of Sierra Leone and Consultant Hematologist and Head of the National Blood Transfusion Services , Ministry of Health and Sanitation.
He is also the Country Lead of The Global Emerging Pathogen Consortium, Lead of the Viral Haemoraghic Fever Consortium and Principal investigator of the African Center of Excellence for the Genomics of Infectious Diseases in Sierra Leone.
He was previously the Deputy Vice Chancellor and Head of the College of Medicine and Health Sciences (2005-2009) and Pro Vice Chancellor, University of Sierra Leone( 2007 – 2009}
He was Chair Faculty of Laboratory Medicine , West African College of Physicians (2010- 2015)
Prof Gevao is a 1982 graduate of the College of Medicine, University of Lagos, Nigeria and obtained the Fellowship of the West African College of Physicians in 1988. He was a Commonwealth Medical Fellow at the Royal Postgraduate Medical School from 1991-1992
Raad Fadaak is a PhD candidate at McGill University, working with the Departments of Anthropology, Social Studies of Medicine, and the Global Health Programs. His PhD research focuses on the projects and policies designed by governments, global health institutions, and international agencies to prepare for, respond to, and recover from public health emergencies. He enjoys writing about and thinking through contemporary health security problems with a wide variety of stakeholders and experts from across the world.
Dr. Suzanne Mate is a Biochemist and Molecular Biologist at the U.S. Army Medical Research Institute of Infectious Diseases (USAMRIID), which supported the 2013-2015 West African Ebola Outbreak by providing laboratory diagnostics and viral genome sequencing capability in Liberia.
Through three response visits to Liberia, totaling four months in-country, she provided scientific expertise to sequence the Ebola virus isolated from infected individuals as well as operational skills to sustain a genome sequencing laboratory in Liberia. As part of her response to Liberia, Dr. Mate implemented a hands-on training program in sequencing operations for Liberian technicians that today sustain the capability in Liberia.
In addition, she worked to merge genome sequencing information with case reports during epidemiologic investigations of flare ups to identify source and routes of transmission that impacted public health infection control measures.
Dr. Mate received a Doctorate in Philosophy from the George Washington University and studied at the National Institutes of Health with a focus on biological information management.
Titilope Ngozi Akosa is a Lawyer, researcher and a gender and social inclusion expert. The bulk of her work is centred on Environmental Sustainability, International women’s right and stakeholder engagement for voice, accountability and inclusive participation.
Ms Akosa is an Environmental Leader of the Bearhs Environmental Leadership program University of California At Berkley, United States; a Vital Voices Lead Fellow, and an alumna of the prestigious International visitor Leadership program of the United States on Volunteerism and Community Development.
Ms Akosa is the Executive Director of Centre for 21st century Issues (C21st). In the last 3years she has provided technical assistance to 5 Ward Health Committees for effective health care delivery services in Primary Health Centres across 3 Local governments in Lagos state under the Voice and accountability component of the DFID/Partnership for Transforming Health Systems (PATHS2). She is currently working in partnership with Save the Children Nigeria to implement the Stop Diarrhoea Initiative (SDI) in Lagos state.
Francis Kombe, CBPPM, PGDPH, MPH
Kombe is a UNESCO certified teacher of bioethics and an appointed Member of the International Forum of Teachers of the UNESCO Chair in Bioethics. He is the 2015 pillars of Public Responsibility in Medicine and Research (PRIM&R) award winner, Chair to the Ethics, Community Engagement and Patient Advocacy (ECEPAS) working group within the GET consortium. He is also the chair to the International Advisory Group of RHInnO Ethics, member of the Research Fairness Initiative technical working group and an aassociate to the Council on Health Research for Development (COHRED).
Kombe holds a MSc in Public Health and a Post Graduate Diploma in Public Health both from London School of Hygiene and Tropical Medicine; currently doing a Master of Social Science in Health Research Ethic at SARETI-South Africa. He did Community Based Project Planning and Management (CBPPM) studies at the Kenya Institute of Social Work and Community Development, received training in bioethics (AMANET-Tanzania, PRIM&R, USA; UNESCO, France), and in communication skills and Training of Trainers. He started his career as a field officer. In his current position, he coordinates training on communication skills and research ethics for nearly 300 research frontline staff at KWTRP. He is a member of the KWTRP Communication and Consent Committee and the Research Ethics Committee at Pwani University.
Kombe’s current work involves understanding different pedagogies and how these influence the capacity of research frontline staff to address the moral and ethical dilemmas they face in their day to day activities. He has a keen interest and passion in biomedical research ethics, capacity building and community engagement with over 20 years’ experience applying these skills in the field of international collaborative health research. He has published widely in the field of community engagement, frontline staff, research integrity, fair study benefits and informed consent among others.
A Professor of clinical microbiology at the College of Medicine, University of Lagos, Professor Folasade Ogunsola has worked extensively in Infection control, Antibiotic resistance and sepsis management. She is a Fellow of both the West African College of Physicians and National Postgraduate Medical College Nigeria
Professor Ogunsola is the Principal Investigator of the AIDS Prevention Initiative in Nigeria (APIN) (PEPFAR) at the College of Medicine, University of Lagos and Principal Investigator of the NIH Medical Education Partnership Initiative grant BRAINS (Building Research and Innovation in Nigeria’s Sciences) which has led to a lot of capacity building both human and infrastructural in her institution. She is the director of the PEPFAR supported HIV reference laboratory at her institution. She has worked extensively in the community in Lagos state where she ran a clinic in one of the poorest slums to reduce the prevalence of HIV and its comorbidities, Prevent mother to child transmission of HIV and ensure access to HIV drugs. She has been instrumental to setting up infection control programs in a number of institutions in Nigeria and was the former Chair of the Infection control committee of the Lagos University Teaching hospital.
She is a member of the WHO technical working group on Infection Prevention and Control and a member of the WHO AFRO regional rapid response group of experts for epidemics a role that has led to her deployment on several occasions to assist with strengthening infection Prevention and Control during Ebola Epidemics. She was the team lead for Infection Prevention and Control in the recent National Response to Ebola. She has served the Nation in various capacities;
She is on the board of the Infection control African network (ICAN) where she was secretary from 2010-2014. She is the current chairman of the Nigerian Infection control association and the National association of Colleges of Medicine; She is also a member of the Association of Pathologists of Nigeria, Medical Women’s Association of Nigeria, Nigerian Medical Association, Medical and Dental Consultants
Dr. Oumou Maiga-Ascofaré is a molecular biologist. She acquired her PhD from Paris Descartes University (France) and University of Bamako (Mali). Since 2011, she is holding a postdoctoral position at the Bernhard Nocht Institute for Tropical Medicine (BNITM) in Hamburg (Germany) in the Infectious Disease Epidemiology working group. Since the beginning of 2016, Dr Oumou Maiga-Ascofare has been on secondment at the Kumasi Center for Collaborative Research in Tropical Medecine (KCCR) in Ghana as project coordinator of malarial co-infection studies.
A side her research on malaria, Dr. Oumou Maiga-Ascofaré has been engaged in the Ebola Diagnostic Training for non-epidemic Western African countries. This one-year program included participants from Ghana, Benin, Togo, Burkina Faso and Mauritania, which have been trained on biosafety measures including quality management system and good microbiology practices and detection of the Ebolavirus. It also included the establishment of an Ebola Diagnostic lab in each of the countries trained. She subsequently join the Global Emerging Pathogens Treatment (GET) Consortium and participate as a facilitator in workshops on Biosafety, Biosecurity and Biobanking held across the Manu River Union.
Mr. Berrian has a Masters Degree in International Studies from Monash University. He is an African transformation thinker and consultant on African change and transformation for development. He is an advocate for an African-owned development paradigm with extensive experience working on development projects and programmes in Africa.
Mr. Berrian is currently the Coordinator of Africa Action Platform, an organisation that monitors the commitments made by African leaders at the continental and regional levels, assesses the implementation of continental and regional projects and programmes, and fosters an inter-generational dialogue between various age groups to promote Africa’s development, among others.
He has also worked on various continental and regional projects with the African Union Commission, NEPAD Agency, African Capacity Building Foundation, Nepad Business Foundation, African Business Roundtable and the University of South Africa’s Institute for African Renaissance, among others. His work involves issues on socio-economic development, African transformation, resource mobilization, proposal development, African renaissance, capacity development, governance, peace and security, regional integration and cooperation. He is a national of Sierra Leone, currently residing in Johannesburg, South Africa.
Dr. Angela Unna Chukwu is a senior lecturer in the department of Statistics, University of Ibadan, Ibadan, Nigeria. Her work is centered around developing and integrating innovative statistical approaches to advance public health and health care research and the life sciences. Dr. Chukwu received her Ph.D. in Statistics from the University of Ibadan, Nigeria (2008) under the mentorship of Professor T. A. Bamiduro. She has been involved in research and teaching of statistics at undergraduate and postgraduate levels at the University.
Dr. Chukwu has collaborated well in research activities both within and outside Nigeria. Her research interest spans several major areas of Mathematical statistics, Demography and Biostatistics, specifically on applied statistics in health measurements and modelling. She has served as a resource person on various workshops on proposal and scientific writing and data management..
Daniel Oladimeji Oluwayelu (D.V.M., M.Sc, Ph.D.)
Dr. Oluwayelu is an Associate Professor and Consultant Virologist at the Department of Veterinary Microbiology and Parasitology, University of Ibadan, Ibadan, Nigeria. He teaches virology to undergraduate and postgraduate students of the Faculty of Veterinary Medicine, and supervises students’ projects up to the doctoral level. He has also conducted research and training on the diagnosis of zoonotic and non-zoonotic infectious viral diseases of humans and animals for close to 20 years. He is experienced in the use of classical and molecular virology tools for diagnosis of infectious viral diseases at the human-animal-environment interface.
Dr. Oluwayelu was co-investigator on the World Bank/STEP-B grant for establishing a Centre of Excellence in Infectious and Zoonotic Diseases at the University of Ibadan, and is currently co-investigator on a MacArthur Foundation grant at the Centre for Control and Prevention of Zoonoses, an initiative to improve the University’s graduate programme for surveillance and control of human-animal diseases in West Africa.
As Coordinator of the World Bank-sponsored Avian Influenza laboratory in the Veterinary Teaching Hospital, University of Ibadan, he oversees the laboratory’s efforts on surveillance and diagnosis of influenza virus infections in farms, live-bird markets and the environment in southwest Nigeria.
Dr Djibril SANGARE is a PhD holder in Medical Entomology and parasitology (University Of Mali, Bamako Mali). He also is a PhD holder in Molecular entomology (University of Notre Dame, Indiana, and USA) and was working at the Malaria Research and Training Center (MRTC) in Bamako, Mali as senior scientist researcher. He was the head of the malaria Vector bioinformatics, Vector Immunity and molecular entomology Units. As lecturer he was associate Professor teaching Cell and molecular Biology at the Faculty of Medicine and directly involved in the training of students for their thesis/dissertations in medical Entomology/parasitology.
As an Entomologist and parasitologist, Dr Sangaré has a strong background in applied population genetics of malaria vectors and parasites, applied genetic ecology, vector and parasite behavior, vector biology and physiology and malaria epidemiology field assessment.
Dr Sangaré has been working on vector control programs in collaboration with the Malian national malaria Control Program (NMCP); he also has been working on the development and implementation of the national malaria control policy in close collaboration with the Ministry of Health. Dr Sangaré also collaborates with the National Directorate for Meteorology (DNM), the National Institute for Research in Public Health (INRSP).
Actually, I am the president of the Malian Association for Biosafety and Biosecurity which primary mission include Training in Biosafety and Biosecurity of life scientists working on Public Health, Animal Health, agriculture; Diagnosis, Research, and Education: -Involving investigation on Biosafety and Biosecurity issues in different laboratories Biosafety and Biosecurity levels in Mali. -Development of tools, guidelines and regulation to inform and educate laboratories’ staff, health services agents & users on Biorisk.
During previous years I have been the AfBSA’s regional Coordinator for West Africa. The gained knowledge from attending different training courses (Trainer of Trainers course in Biosafety and Biosecurity in Africa, -Laboratory Biosafety and Biosecurity Course for West Africa; -5th biosafety conference Asia-Pacific Biosafety Association ,-56th Annual Biological Safety Conference and preconference courses, -Managing Infectious Risk; -Threat Assessment Approaches for Lab Biosecurity Programs; -Lab Design Best Practices; -Implementing Personnel Security programs; -Designing Training Programs etc..) was shared trough short trainings communication, Workshop and Conferences within Malian and African research institutions & medical laboratories.
Currently, He has been successfully selected as General manager of DELGEME (Développement de l’Excellence en matière de Leadership et de Formation en Génétique pour l’Elimination du Paludisme en Afrique subsaharienne).
